The Uganda Local Government Workers’ Union (ULGWU) has suspended its planned industrial action following renewed communication from the Ministry of Public Service, which assured the union that key issues affecting public servants are still being addressed through ongoing government consultations.
In a letter dated 13 April 2026, the Permanent Secretary of the Ministry of Public Service informed union leaders that inter-ministerial discussions were at an advanced stage. The ministry noted that government is finalizing its position on the concerns raised and will issue a comprehensive response once consultations are concluded.
The government also appealed to the union to halt any intended strike action, arguing that maintaining industrial peace would allow the consultative process to proceed without disruption. This appeal was made in line with the Public Service (Negotiating, Consultative and Disputes Settlement Machinery) Act, which promotes dialogue as the primary means of resolving labour disputes.
Following the communication, ULGWU General Secretary Hassan Lwabayi Mudiba directed members to suspend the planned industrial action. He said the union had taken note of government’s assurances and the progress being made in addressing workers’ grievances. He reaffirmed the union’s commitment to ensuring that all outstanding issues are resolved.
Despite the suspension, the union emphasized that it will continue to closely monitor developments. It warned that further action could be reconsidered if the final outcomes of the consultations fail to meet the expectations of its members.
Both parties have expressed willingness to continue engaging through dialogue, with the aim of reaching a lasting resolution that supports public servants in local government. For now, workers are expected to remain on duty as they await the government’s final position on the matter.
